One year ago, Colorado voters overwhelmingly passed Proposition EE, a ballot initiative to increase the state tax on tobacco, establish a nicotine products tax, and direct funding to a voluntary universal preschool program. As a result, by July 2023, Colorado families, regardless of income, will have the opportunity to access 10 hours of high-quality early care and education per week, per child, in a mixed delivery system, in the year prior to the child entering kindergarten.
The Early Childhood Leadership Commission (ECLC) is now tasked with approving a set of recommendations to guide the new Department of Early Childhood in the initial development and implementation of the new preschool program by January 15, 2022.
Based on more than a year of extensive community engagement as well as intensive work by the Transition Advisory Group, subgroups, and stakeholders, the first draft of the report will be released for public review and feedback next week.
We will review the draft recommendations during the December Monthly Town Hall on Tuesday, Dec. 7 at 5:30pm. This will kick off a series of opportunities for stakeholders to further engage in the finalization of the recommendations.
