Attend the Colorado Growth Model: Baseline Growth for Assessment/Accountability Contacts webinar
This webinar at 1 p.m. Friday, Sept. 17 is targeted toward district level users and will provide an overview of the new metric: baseline growth. The webinar will reference basics of the Colorado Growth Model and how fundamental principles of student growth percentiles and median growth percentiles are applied. Comparisons between cohort and baseline growth and distinctions between CMAS and WIDA ACCESS baseline growth will be described. An overview of reports and measures associated with the 2021 data release will be provided. The session will include time for participants to ask questions.

Early Learning & School Readiness
Round Two Colorado Comprehensive Literacy State Development applications
CDE will be reopening the Colorado Comprehensive Literacy State Development Grant for Round Two of applications. The CLSD Grant is a federally supported grant intended to expand the use of evidence-based reading practices and interventions that advance literacy skills for children from birth to grade 12. Emphasis will be on historically underserved students including children in poverty, English learners and children with disabilities through educator professional development, literacy consulting support, development of a district-wide Comprehensive Local Literacy Plan and other high impact strategies. The CLSD Grant awards will be for four years. Round Two applicants will have a shortened year one (Jan 1, 2022-Sept 30, 2022) and a full 12-month grant cycle in Years 2-4 (Oct 1-Sept 30). There is a total of $15,401,552 available funds over the four year grant. Remaining Year One funds available for distribution is approximately $3.3 million.

Federal Programs
End of Year Report deadline extension announcement
Due to programming delays, the FY 20-21 ESSA and ESSER Final Expenditure report will be due on Friday, Oct. 29. Districts and BOCES will submit final expenditure detail for the ESSA Consolidated Grants application through the ESSA Consolidated Grants application platform. ESSER expenditure detail will be reported through the ESSER Application Platform. We will send out notifications, provide training and technical assistance once the reporting function becomes available.

2022 United States Senate Youth Scholarship Program application now available
High school juniors or seniors are eligible to apply for the United States Senate Youth Program an educational experience for students interested in pursuing careers in public service. The USSYP brings the highest-level officials from each branch of government to meet with this outstanding group of young leaders - two high school juniors or seniors from each of the 50 states, the District of Columbia, and the Department of Defense Education Activity - for an intensive week-long education and leadership program. For 2022, the 60th Annual United States Senate Youth Program will be held in Washington D.C. March 5-12. Each delegate will be awarded a $10,000 college scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science.

National Concussion Awareness Day is Friday, Sept. 17
Following a concussion, research indicates that students should return to school after a short period of rest. If schools have a plan in place to monitor students, based on what we currently know about a concussion, students should:
Recover faster Remain in school while recovering Not fall as far behind and Experience lower stress (anxiety and depression)
All due to having a school team who understands their needs. School personnel can take an active role in supporting their students who are impacted by taking CDE’s free online Return to Learn Concussion Management Team training.

Register now for Colorado Applies Month and Colorado Free Application Days
Colorado Applies Month kicked off last week to support students on their journey to Colorado Free Application Days from Oct. 19 to 21. This year, students have three days to submit applications for free.
Colorado Applies Month emphasizes the importance of a postsecondary education and culminates in applying to an institution on Colorado Free Application Days, which students may apply for free at any public college or university and many private institutions from Oct. 19 to 21.

Return on Investment Report now available
Recent data shows that those with a postsecondary education, were largely sheltered from the ramifications of the socioeconomic impact caused by COVID. Overall, data suggests that this same group earn more wages and live healthier lives. This year’s Return on Investment Report, reiterates the benefits of a postsecondary education and the mere opportunity that it affords which is choice. CDPHE published an annual return on investment report to assist lawmakers, taxpayers, students, and families in understanding the value of postsecondary education in Colorado.

Early Childhood Workforce Listening Sessions
To ensure that the voices of families, members of the workforce, and program providers are central to the design of the new Department of Early Childhood, the ECLC is holding listening sessions for members of the early childhood workforce to share their experiences to better understand how the current system is working and how it can be improved. We hope to hear from early childhood professionals across Colorado including home visitors, mental health specialists, early intervention providers, family child care providers, preschool teachers, child care providers, and others who work directly with children and families.

PAEMST Awards – nominations and applications open
The Presidential Awards for Excellence in Mathematics and Science Teaching are the highest honors bestowed by the U.S. government specifically for K-12 science, technology, engineering, mathematics and/or computer science teaching.
Principals, teachers, parents, students or members of the general public may nominate exceptional Colorado STEM teachers who are currently teaching grades K-6 for the 2021-22 award year. Eligible teachers may also apply directly on the PAEMST website
The nomination deadline is Friday, Jan. 7, and the application deadline is Sunday, Feb. 6.

Applications requested for the Expelled and At-Risk Student Services Grant program
The Expelled and At-Risk Student Services grant program is issuing this Request for Applications to award grants for a six-month planning period and up to four years of implementation funding.
This grant opportunity is to provide educational services to expelled students, students who are identified as at risk of dropping out of school due to chronic absenteeism or disciplinary action as identified pursuant to section, and to truant students.
Eligible applicants include school districts, charter schools, alternative schools within school districts, to nonpublic schools, to BOCES, and facility schools. Nonpublic schools may apply for a grant pursuant to this section only to fund educational services that have been approved by the state board pursuant to section 22-2-107.
The deadline to apply is Wednesday, Nov. 3. An informational webinar will be available on the EARSS RFA webpage below.

American Rescue Plan Elementary and Secondary School Emergency Relief- Homeless Children and Youth (ARP-HCY II) Formula Grant
The U.S. Department of Education under section 2001(b)(1) of the American Rescue Plan Act of 2021 is providing additional funding to help support school districts in serving students experiencing homelessness. The purposes of this funding include increasing the identification of homeless children and youth, providing wraparound services considering the impact of the COVID-19 pandemic, and providing assistance needed to enable children and youth experiencing homelessness to attend school and participate fully in school activities. School Bullying Prevention and Education Grant accepting applications
The School Bullying Prevention and Education Grant program is now accepting applications. School districts on behalf of a school or multiple schools, CSI, charter schools, BOCES, and facility schools are eligible to apply. Awarded grantees can receive up to $35,000 per school, per year to reduce bullying. Funds are allowed for salary and benefits, stipends, evidence-based bullying prevention best practices, family engagement, and more.
Priority points are available for applicants based on the rate of students eligible for free and reduced lunch, minority students, students with disabilities, and rural or small rural status.
